The Federal Motor Carrier Safety Administration is using the new CSA regulations to circumvent its duty to issue a definitive safety fitness determination for motor carriers, says Tom Sanderson, CEO of Transplace. The SMS ratings employed under the new system bear no correlation to a carrier's accident frequency, he says, and provide no useful guidance to transportation users, though some shippers are using the ratings to remove trucking companies from their lists of approved carriers.
